Arnett’s higher education began at Alice Lloyd College in Pippa Passes, Kentucky, where he pursued a Bachelor’s Degree in Elementary Education. He earned that degree in 1985.
From Pippa Passes, he moved on to one of Kentucky’s most prestigious legal programs: Northern Kentucky University’s Salmon P. Chase College of Law. There, he earned his Juris Doctor and passed the Kentucky Bar Exam in 1989 — a milestone that launched what would become one of the most successful legal careers in the state.
Grover Arnett began practicing law almost immediately after passing the bar and, within two years, had established his own law firm in Salyersville, Kentucky. That willingness to take bold action early would characterize his approach to law throughout his career.
His academic excellence has always been matched by a commitment to real-world impact. This was most visible during his tenure as Magoffin County Attorney from 1994 to 1999, where he compiled an exceptional record as a prosecutor, including a 95 percent DUI conviction rate and participation in the prosecution of the county’s largest drug case.
